The following 10-point plan would effectively tackle the national emergency on petrol prices.

(1) allow consumers immediate access to pricing data provided by “Informed Sources”
(2) commence an immediate review of the current operation and possible abuse of import parity pricing
(3) introduce complete transparency surrounding the wholesale pricing practices of the oil companies including transparency about the level of preferential pricing given to Coles/Woolworths and the level of discrimination faced by independent service stations
(4) the ACCC to commence immediate action to unlock the cosy buy-sell arrangements between the oil companies at the wholesale level
(5) the ACCC to commence immediate action to unlock the oil companies’ stranglehold on terminal and storage facilities
(6) the ACCC to immediately be given the power to formally monitor LPG and Diesel prices under the Trade Practices Act
(7) the Birdsville amendment to be enforced and NOT weakened
(8) the Government to immediately strengthen the OilCode regulations under the Trade Practices Act to ensure that independents continue to play a competitive role in the retail market
(9) the Government to immediately enact a law prohibiting geographic price discrimination; and
(10) the Government to immediately give the courts a divestiture power to break up large companies that throw around their weight.
