Just as you can get into trouble for wasting Police Resources why not give the drunks & druggies a fine, attend night court & do community service?
Perhaps working as a cleaner - cleaning up others vomit & excrement might teach them a lesson (one can only hope)!

At the very least they should be charged with stupidity and then made to pay the hospital bill. Medical care for overdoses on drugs or booze should not be covered by medicare. Lets treat the sick and injured first.

Perhaps the best idea is to shut the pubs and clubs at 12..00pm and not allow then to fill people up all night, then throw them out in the streets when they are too drunk.
