The Gillard government is almost certain to get its private health insurance reforms through parliament.
The government's set to means-test the 30% private health rebate and increase the Medicare levy surcharge for those without cover.
It would affect those earning over $83,000 a year or $166,000 as a family.
The opposition's accusing the government of betraying the Australian people because it promised not to touch the subsidy before the 2007 election.
